河湖长制工作中一些特殊问题的处理——以南京市建邺区治理工地基坑水超标排放问题为例

How to deal with special issues in the implementation of river-lake chief system——a case study of polluted water over-discharging from foundation pit in Jianye District of Nanjing City

南京市建邺区各级河湖长在巡河过程中,时常发现部分工地排出的基坑水入河后导致河水观感异常,经检测基坑水水质超标。但由于基坑水中氨氮浓度未达到接入污水管网的条件,只能直排河道,对河道水质产生较大影响。在大量调研、协调基础上,建邺区河长办通过让基坑水超标建设项目单位安装处理设施,实现了基坑水达标排放,使“问题水”变成了“清洁水”。

In the process of patrolling the river by river chiefs at all levels in Jianye District of Nanjing City,it is often found that the water from the foundation pit discharged from the construction site enters the river,causing the river abnormal in sense.The test showed that the water quality of the foundation pit water exceeds the standard.The ammonia nitrogen concentration in the foundation pit water has not reached the conditions for connecting to the sewage pipe network,so it can only be directly discharged into the river,which has a greater impact on the water quality of the river.To this end,on the basis of extensive research and coordination,by having the construction project unit with excessive foundation pit water install processing facilities to achieve discharge standards,turning the“problem water”into“clean water”.
