Ideas for optimizing construction procedures of water conservancy projects in the new era

水利工程建设程序既应客观反映建设工作时序,也应突出建设工作重点和要点。在新时代,优化水利工程建设程序,对促进水利事业高质量发展将产生重要影响。分析了水利工程建设程序发展历程,讨论了市场经济环境下水利工程建设特点,并对20世纪90年代水利部颁布并经修正的水利工程建设程序管理规定的不适应性作了分析。根据新时代经济社会发展特征,对水利工程建设程序进行优化,将其归纳为六个环节、四个控制点和三个建设阶段。优化后,水利工程建设程序阶段划分符合逻辑、简洁明了,建设中控制重点突出、各环节建设任务明晰。

The construction procedures of water conservancy projects should not only objectively reflect the time sequence of construction work,but also highlight the key points and points of construction work.In the new era,optimizing the construction procedures of water conservancy projects will have an important impact on promoting the high-quality development of water conservancy undertakings.This paper analyzed the development process of water conservancy project construction procedures,discussed the characteristics of water conservancy project construction in the market economy environment,and analyzed the incompatibility of the water conservancy project construction procedure management regulations promulgated and revised by the Ministry of Water Resources in the 1990 s.According to the characteristics of economic and social development in the new era,the construction procedures of water conservancy projects are optimized and summarized into six links,four control points and three construction phases.The optimized stage division of water conservancy project construction procedures is logical,concise and clear,the key points of control during construction are prominent,and the construction tasks of each link are clear.
