In recent years,with the deep integration of“Internet+”and public resource transaction,water conservancy departments are actively and steadily promoting the electronic construction of the whole process of public resource transactions.The online trading system has been widely used in the public resources trading market.However,the process of bid opening and evaluation for public resource transactions still needs the support of the visible transaction market to complete,and it will be difficult to complete without the entity transaction market,which will increase the transaction cost and increase the waste of social resources,with the further application of new technology,it is possible to realize the goal of remote transaction.In this paper,the basic concept of bid opening without meeting in hydraulic engineering,why to do it,what problems can be solved,how to upgrade the existing system into a new system,who can benefit from bid opening without meeting,and how to realize bid opening without meeting are deeply analyzed.
