中国区域经济发展和区域政策的国际比较

International Comparison of Regional Economic Development and Regional Policy

通过比较中外区域发展中经济活动空间的集聚和分散、人口迁移和城市化、老工业区的改造和区域政策等方面,发现中国区域经济发展和区域政策与其他国家相比,既遵循共同的区域集聚分散发展规律也具有自身的特点。“地区竞争制度”和城乡二元结构是中国区域经济发展的典型特征,“强政府”和“全国一盘棋”的区域协调发展机制是区域政策的典型特征。文章的意义在于通过国际比较,了解各国区域发展所遵循的规律,及中国区域发展和区域政策的特征,为下一步区域发展提供指导,同时也为其他发展中国家提供借鉴。

By comparing the agglomeration and dispersion of economic activity space,population migration and urbanization,transformation of old industrial areas and regional policies in the regional development in China and foreign countries,it is found that regional development and policies in China,compared with other countries,not only follow the common law of regional agglomeration and dispersion,but also have their own characteristics.“Regional Competition System”and the dual structure of urban and rural areas are typical features of regional economic development in China.“Strong government”and the regional coordinated development mechanism of“a chess game for the whole country”are typical feature of regional policy.The significance of this paper lies in understanding the regularity of regional development in various countries and the regional development and regional policies with Chinese characteristics through international comparison,so as to provide guidance for the next step of regional development,and also to provides reference for other developing countries.
