地方本科高校教师科研育人胜任力评价的基本框架

Basic Evaluation Framework for the Competence of Talent Cultivation by Scientific Research of Teachers in Local Undergraduate Universities

“高教40条”中提出高等学校必须主动适应国家战略发展新需求和世界高等教育发展新趋势,要培养高质量应用型人才,地方本科高校教师科研育人胜任力就是关键。传统评价体系因存在评价导向偏离核心、评价标准偏重显性、评价内容偏向两端等问题,已不适应新时期的需要。科研胜任力、科研育人胜任力、服务社会胜任力、职业素养、人格特质是高校教师科研育人胜任力评价新框架的五个主要维度,必须根据新的评价框架,采取显隐并重、全链管理、分类评价等措施提升地方本科高校教师科研育人胜任力。

The“Forty Points of Higher Education”proposes that colleges and universities must actively adapt to the new needs of national strategic development and new trends in the development of higher education around the world.Thus,enhancing the competence of talents cultivation by scientific research of teachers in local undergraduate universities is the first priority in order to cultivate high-quality application-oriented talents.For one thing,traditional evaluation system can no longer meet the needs of the new era due to problems like deviation of evaluation orientation from the core,overt evaluation standard and evaluation content biased to both ends;for another,five main dimensions,namely competence of scientific research,competence of talents cultivation by scientific research,competence of social service,professional quality and personality traits,are identified as the new framework for evaluating university teachers’competence of talent cultivation by scientific research.Therefore,measures such as explicit and implicit approaches jointly adopted,whole-chain management and classified evaluation within the new evaluation framework should be taken to improve the competence of talent cultivation by scientific research of teachers in local undergraduate universities.
