高端人才助推山东省“双一流”高校建设的现存问题与优化路径

摘要 高端人才是高校"双一流"建设的重要支撑,以高端人才引进、培养和管理促进高校和学科竞争优势提升,是高端人才助推高校"双一流"建设的出发点和归宿。与国内其他教育强省相比,山东省高端人才助推高校"双一流"建设实践中还存在着人才引进竞争优势不足、人才引进竞争优势亟待转化为"双一流"建设的竞争优势、分散化竞争优势亟待转化为集群化竞争优势等现实问题。从竞争优势理论出发,通过对战略条件、要素条件、需求条件、支持条件四项核心要素,以及机会和政府两项辅助要素的解构,本文提出山东省高端人才助推"双一流"建设中,还应进一步提升高端人才引进的战略性和前瞻性、构建具有竞争优势的高端人才引进管理体系、打造具有竞争优势的高端平台、营造具有竞争优势的系统化人才服务软环境等建议。 High end talents are an important support for the construction of“double first-class”in Colleges and universities.The introduction,cultivation and management of high-end talents to promote the competitive advantages of colleges and disciplines is the starting point and destination of high-end talents to boost the construction of“double firstclass”in Colleges and universities.Compared with the strong education province in China,there are still some practical problems in the practice of high-end talents boosting the“double first-class”construction of colleges and universities in Shandong Province,such as the lack of competitive advantage in talent introduction,the urgent need to transform the competitive advantage in talent introduction into the competitive advantage in“double first-class”construction,and the urgent need to transform the decentralized competitive advantage into the centralized competitive advantage.Starting from the theory of competitive advantage,through the deconstruction of the four core elements of factor conditions,demand conditions,strategic conditions and support conditions,as well as the two auxiliary elements of opportunity and government,this paper puts forward that in the process of promoting the construction of“double first class”by high-end talents in Shandong Province,we should further enhance the strategy and foresight of high-end talents introduction,and build a high-end talents introduction management system with competitive advantage It also puts forward some suggestions,such as building a high-end platform with competitive advantages,and creating a systematic talent service soft environment with competitive advantages.
