工程合理使用年限在通信工程中适用性的探讨

Discussion on the applicability of reasonable service life in communications construction projects

《建设工程质量管理条例》是国家管理建设活动的行政法规,通信建设也应遵循条例的管理要求。但由于条例中建设工程的分类与通信行业的工程分类不同,条例的管理要求和工程门类无法准确匹配,管理上易产生偏差。本文试通过分析法规制定的脉络揭示条例中工程合理使用年限的作用,通过剖析通信行业与土建行业在建设工程分类上的差异,分析产生理解偏差的原因,为正确理解和贯彻法规要求提供思路。

The regulation on the quality control of construction projects is the administrative regulation for the state to manage the construction activities.Communications construction projects also belong to the scope of construction projects,should also comply with the regulations management requirements.However,due to the classifi cation of construction projects in the regulations is different from the communications construction projects,the management requirements of the regulations cannot be accurately matched,and the management is prone to deviation.This paper tries to reveal the role of the reasonable service life of the project by analyzing the context of the formulation of the regulations,and analyzes the differences between the communications industry and the civil engineering industry in the classifi cation of construction projects,and analyzes the reasons for the deviation of understanding,providing ideas for the correct understanding and implementation of regulatory requirements.
