推进乡村振兴和农业农村现代化,农村和谐稳定是基础。当前,影响农村和谐稳定的一个重要因素是农村宅基地及相邻纠纷。农村宅基地纠纷大多发生在邻里之间,量大、持续时间长且牵涉农民根本利益,很容易因“鸡毛蒜皮”之类小事触发,并与其他恩怨、利益纠纷交织,“易燃”且“易爆”。化解农村宅基地及相邻纠纷,做好农村土地确权登记工作是基础,同时需准确理解自治、法治和德治的内涵及其关系,并从各地实际出发灵活运用。

In the process of promoting rural revitalization and agricultural and rural modernization, rural harmony and stability are the foundation. At present, an important factor affecting the harmony and stability of rural areas is the disputes over rural homestead disputes and neighboring disputes. Most of the disputes over rural residential bases occur between neighbors, which are large in volume, long in duration and involve the fundamental interests of farmers, and are easily triggered by trivial matters and intertwined with other grudges and interest disputes. This can easily intensify conflicts quickly. To resolve disputes over rural residential bases and neighboring areas, effective registration of rural land rights is the foundation, while the connotation of autonomy, rule of law and moral governance and their relationship need to be accurately understood and flexibly applied from the actual situation of each place.
