新型农业经营主体体系的演进与发展困境——基于北京市房山区J村的调查

Evolution and Development Dilemma of New Agricultural Management Subject System——Based on the Investigation of J Village in Fangshan District,Beijing City

自《中华人民共和国农民专业合作社法》2007年实施以来,北京市房山区J村顺势而为,从2010年开始接连成立了4家合作社。为克服经营规模较小、市场竞争力不足的问题,2013年又成立了农民专业合作社联合社,J村3家合作社是联合社的成员。为了更好地对接市场,2017年J村注册了商贸公司。至此,J村基本建成新型农业经营体系,并形成了农业产业联合体的基础,有效地带动了低收入户的增收工作。但与此同时,也遇到了总体规模偏小、发展后劲不足、合作社运营不规范、服务内容单一等困境。因此,政府应高度重视,强化规范发展,创新合作社联合社发展思路,提高合作水平。

Since the implementation of the law of the people's Republic of China on Farmers'professional cooperatives in 2007,The four cooperatives were established since 2010 in J village,Fangshan district,Beijing City.In order to overcome the small business scale and lack of market competitiveness,a federation of farmers'professional cooperatives was established in 2013,of which three cooperatives in J village are members of the Federation.In order to better connect with the market,a trading company was registered in 2017.So far,a new agricultural management system has basically established in J village,which formed the foundation of the agricultural industry consortium,and effectively driven the low-income households to get rid of the low-income and increase their income.However,it also encountered the difficulties of small overall scale,insufficient development potential,non-standard operation of cooperatives and single service content.Therefore,It is suggested that the government should attach great importance,strengthen standardized development,and the cooperative Confederation should innovate development ideas and improve the level of cooperation.
