新时代学校体育场馆对外开放的主要困境、创新实践与未来展望

Main Dilemmas,Innovative Practices and Future Prospects of Public Access to School Sports Venues in New Era

学校体育场馆对外开放对于弥补公共体育设施短板,破解群众“健身去哪儿”难题具有重要作用。采用实地调研、专家访谈等研究方法对学校体育场馆对外开放问题进行研究。研究发现,新时代我国学校体育场馆对外开放主要存在以下困境:防疫管理加强,场馆难以开放;协同治理不够,部门协作不畅;场馆质量不高,服务内容单一;社会参与不足,激励机制缺失。结合各地学校体育场馆对外开放的创新实践,对学校体育场馆对外开放提出以下展望:委托管理是未来的主要模式,共建共享是未来的发展趋势,多部门协同治理是重要保障,数字化赋能将提升管理效率,激励机制设计是吸引社会力量参与的关键。

The public use of the school sports venues plays an important role in dealing with the shortage of the public sports facilities and solving the problem of“where to go for sports?”.This paper uses the research methods of field investigation and expert interview to study the public access to the school sports venues.It is found that the following main dilemmas exist in the public use of the school sports venues in China in the new era:It is difficult to open the venues under the epidemic prevention conditions;the coordination governance is not enough and the department collaboration is not smooth;the quality of the venues is not high and the service is monotonous;the lack of social participation and incentive mechanism still exist.Based on the innovative practice of the public use of the school venues,the paper proposes that the entrusted management is the main mode in the future;the co-construction and sharing are the development trend in the future;the coordinated management of different sectors is an important guarantee;the digital technology can enhance the management efficiency;incentive mechanism design is the key to attracting the participation of the social forces.
