国际工程项目的属地分包管理

摘要 受全球新冠肺炎疫情的影响,国际工程承包市场竞争日益激烈,风险和不确定因素急剧增加,总承包商依靠自身能力很难完全满足国际工程项目的需求,引进属地分包商已成为一种分包趋势。对于总承包商而言,属地分包在降低成本,实现利润,提升竞争等方面的优势日趋明显,扮演着越来越重要的角色。站在总承包商的角度,从合同、履约、进度、质量、安全五个方面,着重分析国际工程项目属地分包管控面临的主要风险,并给出一些应对措施和建议。 In today’s open market environment,it is difficult for general contractors to fully complete the international projects depending on their own capabilities.The participation of local subcontractors has become a subcontracting trend.For general contractors,the advantages of local subcontractors in reducing costs,gaining profits,and enhancing competition are becoming more and more obvious,local subcontractors playing an increasingly important role.From the perspective of the general contractor,the article focuses on analyzing the main risks faced by local subcontracting management and control in terms of contract,performance,schedule,quality and security,gives some countermeasures and suggestions.
