全面推进乡村振兴的国家逻辑及其实践指向

National Logic and Practical Guidance for Comprehensively Impelling Rural Revitalization

以"国家治理"视角厘清乡村振兴所蕴含的国家逻辑,深化对乡村振兴战略的理解和认识,是一个重要的理论课题。从国家治理的国家逻辑、乡村振兴国家逻辑的价值意蕴、乡村振兴国家逻辑的实践指向等三个方面出发,梳理乡村振兴国家逻辑的内在脉络、生成机理和运行规律,对于全面推进乡村振兴、走中国特色乡村振兴之路具有理论借鉴意义。乡村振兴国家逻辑的内涵是:党中央、国务院审时度势,代表国家形成关于乡村振兴的国家意志,经过重大决策制定乡村振兴战略;为了实现乡村振兴战略目标,以中央权威统揽全局、协调各方,调动包括政治资源、制度资源在内的各种资源,全面推进乡村振兴;通过优先发展农业农村、全面推进乡村振兴,增进农民群众的民生福祉,增强农民群众的获得感、幸福感和安全感,国家利益和农民群众利益在相互契合的基础上得以维护,农民群众对国家的认同和信任不断增加。乡村振兴的国家逻辑,对于夯实党在农村的执政基础、巩固中国特色社会主义制度、实现国家的长治久安具有重要的价值意蕴和实践指向。

The new requirement was proposed on preferentially developing agriculture and rural areas and comprehensively impelling rural revitalization in the fifth Plenary Session of the 19th CPC Central Committee.To clarify the national logic that is contained in rural revitalization from the perspective of national governance and deepen the understanding about strategies of rural revitalization is a very important theoretical subject.From the three aspects of national logic of national governance,value implication of rural revitalization of national logic and practical direction of national logic to clarify the internal context,forming mechanism and operating law will give theoretical reference significance for comprehensive impelling rural revitalization.The connotation of national logic is as follow.Party central committee and State Council formulate wills of the state with careful consideration and enact strategies through great decision.The central authority departments play the main role,coordinate different departments,mobilize all resources including political resource and system resource for impelling revitalization,improving well-being of farmer crowd,enhancing the sense of gain,sense of security and happiness of mass peasants.The national profit and the profit of farmer crowd can be sustained on the basis of being agreed with each other.Identification and trust in the country will continuously increase.The national logic of agriculture and rural areas revitalization is meaningful for reinforcing the ruling foundation of our Party in country,solidifying the system of socialism with Chinese characteristics and realizing the long-term peace and order on our nation.The revitalization aim can be definitely obtained from the aspects of politics,economy,society,culture and ecology through following the national logic,theoretical,institutional and practical innovation.
