基于内生发展能力的民族地区巩固非遗脱贫成果影响因素研究

Research on Influencing Factors of Consolidating Intangible Cultural Heritage Poverty Alleviation Achievements Based on Endogenous Development

民族地区非遗文化资源丰富、价值功能突出,是助推脱贫攻坚和乡村振兴的重要抓手。在全面推进乡村振兴的新时期,如何进一步巩固拓展非遗脱贫成果,提升内生发展能力,持续推动民族地区经济社会文化协调发展,成为国家和地方政府高度关注的问题。文章基于内生发展能力以及巩固脱贫成果的相关理论分析,通过探索性因素分析和结构方程建模,构建了民族地区巩固非遗脱贫成果效用模型,探讨影响民族地区巩固非遗脱贫成果的关键因素。研究显示:经济发展能力、社会发展能力、管理与服务能力、人口发展能力以及文化建设能力对民族地区巩固非遗脱贫成果存在不同程度的影响。民族地区巩固非遗脱贫成果,应重视持续强化非遗在文化脱贫、精神脱贫中的作用;坚持内生发展与外部支持相结合;做好巩固非遗脱贫成果与乡村振兴的有效衔接。

The rich endowment of intangible cultural resources and prominent value functions in ethnic areas are an important starting point for helping poverty alleviation and rural revitalization.In the new era of comprehensively promoting rural revitalization,how to further consolidate and expand the achievements of intangible cultural heritage poverty alleviation,enhance endogenous development capabilities,and continue to promote the coordinated economic,social and cultural development of ethnic regions has become a matter of great concern to the state and local governments.Based on the relevant theoretical analysis of endogenous development ability and consolidation of poverty alleviation achievements,through the way of exploratory factors analyzing and structural equation modeling,the article constructed the utility model of consolidating intangible cultural heritage poverty alleviation achievements in ethnic areas and explored the key factors on influencing the achievements.Research shows that economic development capabilities,social development capabilities,management and service capabilities,population development capabilities,and cultural construction capabilities have varying degrees of influence on the consolidation of intangible cultural heritage poverty alleviation achievements in ethnic regions.To consolidate the achievements of intangible cultural heritage poverty alleviation in ethnic areas,we should attach importance to continuously strengthening the role of intangible cultural heritage in cultural poverty alleviation and spiritual poverty alleviation;adhere to the combination of endogenous development and external support;and consolidate the effective connection of intangible cultural heritage poverty alleviation achievements and rural revitalization.
