治理视角下我国档案事业的发展与安全

The Development and Security of Archival Undertaking in China:A Governance Perspective

推动有效安全与促进科学发展是档案事业治理及其现代化的题中之义与必然要求。档案事业发展与安全具有相辅相成的辩证关系,其中,安全是发展的前提与保障,发展是安全的基础与目的。然而,当前处理二者关系的过程中存在片面强调安全而阻碍发展与盲目追求发展而忽视安全两种偏差。本文在深入分析偏差成因的基础上,结合档案事业治理基本的特征,从理念、协同、规则、市场化和信息技术等五个方面提出了统筹策略。

Promoting effective security and scientific development is the meanings and inevitable requirements of archival undertaking governance and its modernization.The development and security of the archival undertaking has a dialectical relationship that complements each other,among which,security is the prerequisite and guarantee of development,and development is the foundation and purpose of security.However,there are two deviations in the current process of handling the relationship:one;sided emphasis on safety and hindering development,and blind pursuit of development while ignoring safety.On the basis of in;depth analysis of the causes of deviation,combined with the basic characteristics of archival undertaking governance,an overall strategy is proposed from five aspects:concept,coordination,rules,marketization and information technology.
