摘要
本文运用熵值法和DEA模型,对2004—2018年间哈尔滨市科技创新能力及效率进行评价,并运用灰色关联分析法分析影响科技创新能力的主要因素。结果表明:科技创新能力整体呈现上升态势,科技创新产出和科技创新环境水平不断提升,科技创新投入水平波动较大且有下降趋势;人均GDP、R&D经费内部支出和全社会固定资产投资是影响哈尔滨市科技创新能力的主要因素。建议通过优化科技投入结构、加快科技成果转化等措施促进哈尔滨市科技创新发展。
This paper uses the entropy method and DEA model to evaluate the scientific and technological innovation ability and efficiency of Harbin from 2004 to 2018,and uses the grey relational analysis method to analyze the main factors affecting the scientific and technological innovation ability.The results show that:the overall scientific and technological innovation capability is on the rise,the level of scientific and technological innovation output and the level of scientific and technological innovation environment has been continuously improved,and the level of scientific and technological innovation input has fluctuated greatly and has a downward trend;The main factors of Harbin’s scientific and technological innovation ability.It is suggested to promote the scientific and technological innovation and development of Harbin by optimizing the structure of scientific and technological investment and accelerating the transformation of scientific and technological achievements.
