On the Improvement of the Efficacy of Prison Execution from the Macro Perspective:A Case Study of Gang Criminals

监狱行刑效能关系到"扫黑除恶"专项斗争的最终成效,也关涉到"层递式四位一体"犯罪治理体系的整体水平;大量黑恶势力罪犯集中持续进入监狱服刑,加剧了监狱行刑公正、安全、改造等"效能张力",使监狱行刑主要矛盾更加突出;应针对监狱行刑效能受到的多种制约因素,加强和优化"国家赋能""体系赋能""评价赋能",全面提高监狱行刑效能和国家犯罪治理体系水平。

The efficacy of sentence execution in prison bears on the ultimate outcome of the special campaign against gang crimes, as well as on the overall operation of the "tiered four-in-one" crime governance system. As a growing number of gang-related criminals floods into the prison system, the "tension of efficacy" in prison execution, such as in terms of justice,security and rehabilitation, increases to the point where the principal contradiction in prison execution is made all the more prominent. In light of the various factors checking the efficacy of prison execution, there is the need to enhance and optimize "state empowerment", "system empowerment" and "evaluation empowerment" with a view to improving the efficacy of prison execution and the national crime governance system in all respects.
