职业农民制度改革试点工作的几点思考——以西昌市为例

An Exploratory Study of the Establishment of Professional Farmer System in Xichang City

乡村振兴,人才是关键,农民是主体,其文化素质和技术能力高低直接决定着乡村振兴战略的实施效果。充分发挥新型职业农民主体作用,是解决“谁来种地、谁来喂猪”问题的根本途径。文章围绕社会保障、生产扶持、教育培训、农技支撑和政治待遇等环节,就探索建立职业农民制度方面出现的困难和问题提出建议。

Talents are the key to rural revitalization,in which farmers are the main part,and their educational level and technical ability directly determine the effectiveness of implementation of the rural revitalization strategy.Giving full play to the main role of new professional farmers is the fundamental way to solve the problem of"who is to farm and who is to feed pigs".This paper puts forward some suggestions on the difficulties and problems existing in exploring the establishment of professional farmer system around the links of social security,production support,education and training,agricultural technology support,political treatment and so on.
