荣成市农村供水管理体制改革的实践与思考

荣成市结合山东省水利厅加强农村饮水安全长效机制建设的要求,进行农村供水管理体制改革,以国有企业荣成市水务集团为依托,利用其技术、人员等管理优势,将村集体管理的供水工程移交给荣成市水务集团管理,率先在全省实现管理到户、抄表到户、收费到户、服务到户的城乡供水管理一体化管护模式,取得了良好效果。文章主要阐述荣成市农村供水管理体制改革的背景问题,总结改革措施,并对农村供水工作提出对策建议。

In accordance with the requirements of Shandong Provincial Water Resources Department for strengthening the construction of long-term mechanism of rural drinking water safety, Rongcheng City has carried out the reform of rural water supply management system, relying on the state-owned enterprise Rongcheng Water Affairs Group, and making use of its technical, personnel and other management advantages, and transfer the water supply project managed collectively by the village to Rongcheng Water Group for management. It is the first to realize the integrated management and protection mode of urban and rural water supply management in the whole province, which is characterized by "management, meter-reading,charge and service from door to door", and has achieved good results. This paper mainly expounds the background of the reform of rural water supply management system in Rongcheng City, summarizes the reform measures, and puts forward some countermeasures and suggestions for rural water supply work.
