饲料安全管理的基本原则与要求

General Principles and Requirements for Feed Safety Management

联合国粮农组织(FAO)与国际饲料工业协会(IFIF)2020年联合修订出版了《饲料行业良好管理规范(Good Practices for Feed Sector)》。此规范是为贯彻《食品法典——良好动物饲养规范(The Codex Alimentarius Code of Practice on Good Animal Feeding)》而制定的,其目的是基于"同一健康(The one health)"的方针,确保在动物性食品产业链上饲料生产供应环节的饲料安全,进而保证饲养动物的安全和动物性食品的安全、营养与多样化。文章主要介绍该规范的第二部分——基本原则与要求,包括饲料原料的采购与接收、标签、可追溯性系统、召回、适用于紧急情况的特殊条件、检查和控制程序以及加药饲料中使用的饲料添加剂和兽药等,并与我国《饲料质量安全管理规范》的相关内容进行比较和讨论,并提出一些建议。

Food and Agriculture Organization of the United Nations(FAO)and International Feed Industry Federation(IFIF)published the 2 ndedition of Good Practices for Feed Sector to implement The Codex Alimentarius Code of Practice on Good Animal Feeding 2020.In applying The one health approach,it aims at contributing the production and availability of the safe,nutritious and diversified food of animal origin for all.This article introduced the main content of the second part of the practice-General principles and requirements,including the purchasing and receiving of feed ingredients,labelling,traceability,inspection and control measures,feed additives and veterinary drugs used in medicated feeds etc.,and compared these with Chinese Feed Quality and Safety Management Practice,discussed their differences,and gave some suggestions.
