浅析在盐矿开发中构建环境影响防控体系的必要性

目前,在国家方针政策下,对生态环境的保护已是重中之中,政策红线也在不断加码。基于现有盐矿山的开采现状,新建盐矿山越来越少,而老矿山已开始进入衰退期,各种环境问题也逐渐体现出来。但现有盐矿山在开发中还没有建立完善且配套的环境防控体系,对环境保护和资源利用两者带来了巨大的冲突,以至于造成保生产而不能保环境,保环境而不能有效利用资源。因而为保护环境而放弃资源的开发利用,降低了资源的开采回收率,在两者之间如何达到一个平衡,势必需要建立一套完整的环境影响防控体系,在保护环境和安全的前提下,最大化的开发利用资源,并为其提供技术支撑。

At present,under the national policy,the protection of the ecological environment has been given high priority,and the policy red line is also increasing.Based on the existing mining status of salt mines,new salt mines are less and less,and old mines have begun to decline,and various environmental problems are gradually manifested.However,the existing salt mines have not established a complete and supporting environmental prevention and control system in the development,which brings about a huge conflict between environmental protection and resource utilization,so that production can not protect the environment,and environment can not effectively use resources.Therefore,in order to protect the environment,we give up the development and utilization of resources and reduce the recovery rate of resources.How to achieve a balance between the two,it is necessary to establish a complete environmental impact prevention and control system to maximize the development and utilization of resources and provide technical support under the premise of protecting the environment and safety.
