摘要
智能网联汽车已成为全球汽车产业发展的战略方向,加快制定综合性产业政策对于促进新技术突破、推动产业升级、拉动新一轮经济增长意义重大。从战略规划、法律法规、标准规范、研发创新等方面,分析对比美国、欧洲、日本及中国智能网联汽车产业政策发展历程及主要特征。围绕规模上路、使用、监管、商贸及生态构建等产业核心环节研判智能网联汽车产业政策发展趋势。最后,结合中国智能网联汽车发展实际,从战略路线顶层设计、法规政策制定完善、核心技术研发支持、新型配套设施建设、产业生态协同创新等五个方面,提出智能网联汽车综合性产业政策体系发展策略。
Connected and autonomous vehicles(CAVs) have become the strategic focus of the global automotive industry. Accelerating the development of comprehensive industrial policies for CAVs is of great significance for promoting new technological breakthroughs, supporting industrial upgrade, and driving a new round of economic growth. This paper presents an analysis of the CAVs industry policy development and characteristics in the United States, Europe, Japan, and China from several perspectives: strategic planning, law and regulations, standard and protocols, and research and development innovation. The development trend of CAVs industrial policies is assessed with respect to large-scale implementation, usage, regulation, commerce and ecological construction. Finally, based on the actual development situation of CAVs in China, the paper proposes development strategies for the CAVs comprehensive industrial policy system in five aspects: high-level strategic planning, regulations and policies improvement, technology research and development support, new supporting facilities construction, and ecological and collaborative industry innovation.
