中国社区体育治理中政社“协同增效”的机制构建

Construction of Mechanism for Synergy Effects in Community Sports Governance in China

运用文献资料、田野调查与逻辑思辨的方法,对地方政府与社会组织的合作模式进行了分析和研究。目前,中国社区体育治理实践中社会组织尚未摆脱对地方政府的依赖,但是随着政府在社区体育治理中的角色转型,政社合作的结构性要素逐渐转向了组织方式的变革、市场机制作用以及社区利益的认同,传统自上而下的社区体育治理模式与公共体育服务市场化风险导致了政社合作出现了相互矛盾的策略行为,社会组织对政府的过度依赖导致了双方合作效率的下降。因此,地方政府在社区体育治理实践中应保持自己的主体地位,以制度供给作为根本,不断地根据实践需要调整与社会组织的合作策略,逐步构建社区体育治理中地方政府与社会组织的协同增效合作机制。

Using the methods of literature, field research and logical thinking, the cooperation model between local governments and social organisations is analysed and studied. At present, social organisations in China’s community sport governance practice have yet to break away from their dependence on the local government, but with the transformation of the government’s role in community sport governance, the structural elements of government-society cooperation have gradually shifted to changes in organisational methods, the role of market mechanisms and the identification of community interests. The traditional top-down model of community sport governance and the risk of marketisation of public sport services have led to the emergence of mutually. The over-reliance of social organisations on the government has led to a decline in the efficiency of their cooperation. Therefore, local governments should maintain their main position in the practice of community sports governance, take institutional provision as the root, constantly adjust the cooperation strategy with social organisations according to the practical needs, and gradually build a synergistic and efficiency-enhancing cooperation mechanism between local governments and social organisations in community sports governance.
