摘要
既有建筑绿色改造是实现中国碳中和、碳达峰目标的重要举措,其高效开展必然要求风险治理的有效性。基于既有建筑绿色改造的一般工程项目属性,采用“一般到特殊”的研究思路,从风险治理、风险感知、风险阈值和风险分配优化等4个方面概括了国外一般工程项目风险管理的理论动态;从风险动态监测机制、风险演化规律、风险评价体系和风险预警模型等4个方面梳理了中国一般工程项目风险管理的理论现状;考虑既有建筑绿色改造项目风险管理研究的特殊性,论证了既有建筑绿色改造项目风险预警机制研究的价值和必要性。
The green transformation of existing buildings is an important way to achieve the goal of carbon neutralization and carbon peak in China.Its efficient development inevitably requires the effectiveness of risk governance.Based on the general engineering project attribute of green transformation of existing buildings,using the research idea of“general to special”,the theoretical research trends of foreign general engineering project risk management were summarized.The practical characteristics of foreign general engineering project risk management are summarized.Combs the theoretical research status of general engineering project risk management in China.The practical progress was expounded of engineering project risk management in China,and puts forward the existing problems of general engineering project risk management in China.Considering the particularity of the research on risk management of existing building green transformation project,the value and necessity was demonstrated of the research on risk early warning mechanism of existing building green transformation project.
