Russia’s Developing Strategic Advantages Along the Pacific Region

分析21世纪初俄罗斯东部地区(俄罗斯沿太平洋区域)发展政策。笔者认为,国家为加速本地区社会经济发展所采取的政策、措施和努力并未达到预期效果,主要原因是采用的方法陈旧且低效。笔者提出俄罗斯在太平洋地区实现自身利益根本的解决方法,即在区域范围内划分出三类发展区(带),加大人力资本投资,并以此替代国家实行的"综合经济发展"方案。

This paper analyzes the development policies in eastern Russia (along the Pacific region) in the early 21st century.According to the author,although the state has adopted policies,measures and efforts to accelerate social and economic development of the region,they have not achieved the desired results,mainly because the methods adopted are outdated and inefficient.The author puts forward the fundamental solution for Russia to realize its own interests in the Pacific region,that is,dividing three types of development zones (belts) within the regional scope,increasing investment in human capital,and replacing the “comprehensive economic development” program implemented by the state.
