社区增能:“三社联动”模式下的社区居民自治——基于广州市J街的个案研究

Community Empowerment:Community Resident Autonomy under the Model of“Three Social Linkage”--A Case Study of J Street in Guangzhou

“三社联动”是当前基层社区治理中探索的一种以社区为平台、社会组织为载体、社会工作专业人才为支撑的新型社区治理机制。基于广州市J街的个案研究,以“增能”为视角,探索“三社联动”模式中社区居民自治能力的变化。借助“三社联动”这一载体,专业社会工作者从个人、人际、环境三个层面开展活动为社区居民增能。认为“三社联动”最重要的是变革基层社区治理体系,搭建基层社区服务网络,在这个社区服务网络中,专业社会工作者借助政府购买服务项目的嵌入,促进社区居民自组织,并在此过程中改善社区居民自治状况。

“Three Social Linkage”is a new type of community governance mechanism that is explored in the current grassroots community governance with the community as the platform,the social organization as the carrier,and the social work professionals.Based on the case study of J Street in Guangzhou,from the perspective of“empowerment”,the author explores how to improve the self-government ability of community residents in the“Three Social Linkage”model.In this model,professional social workers empower community residents by organizing activities from three levels:personal,interpersonal and environmental.It is believed that the most important thing in the"Three Social Linkage"is to change the grass-roots community governance system to build a grassroots community service network.In this community service network,professional social workers use the embedding of government purchase services projects to promote the self-organization of community residents and in this process improve the situation of community residents'autonomy.
