国家治理现代化语境中的党内法规制度体系建设

On System of Intra-Party Laws and Regulations in the Context of Modernization of State Governance

国家治理现代化的提出给党内法规制度体系建设带来了挑战。通过对党内法规制度体系的概念和基本构成的阐述,剖析党内法规制度体系与国家治理现代化之间的内在关联。随着国家治理现代化进程的不断推进,党内法规制度体系自身的缺陷逐步显现,如何科学构建党内法规制度体系成为研究中的重点问题。基于此,以国家治理现代化为契机,分别从制度与执行能力两个方面完善党内法规制度体系是一条可行的路径选择。

The modernization of national governance has brought challenges to the construction of intra-Party laws and regula‐tions.By explaining the concept and basic constitution of intra-Party laws and regulations,the internal correlation between the Party laws and regulations and the modernization of national governance is analyzed.With the continuous progress of the modernization process of national governance,the defects of the intra-Party laws and regulations system itself have gradually emerged,and how to scientifically build the system of intra-Party laws and regulations has become a key issue in the research.Based on this,it is a feasi‐ble way to take the modernization of national governance as a perspective to improve the Party laws and regulations from two as‐pects of system and implementation ability respectively.
