Virtual Abnormity and Co-prevention:an Empirical Analysis of Telecom Network Fraud

互联网视域下,电信网络诈骗呈现智能化、隐蔽化、犯罪团伙组织化、作案范围跨境化等特征,电信网络诈骗的被害人涵盖各个年龄段并且年轻化趋势明显。基于数据化的实证研究方法,将行为多元化的电信网络诈骗犯罪塑造为虚假中奖、网络兼职、网络购物、冒充好友、虚假招工、钓鱼网站6类犯罪模型,并对5年内的发案趋势和骗术的快速更迭进行智化解构,为上层认识论提供指向性反馈,提出强化政府管控与技术预防、明晰网络服务提供者的社会责任、健全网络实名制、打击电信网络诈骗的上游犯罪、提升全民法治观念的犯罪预防措施。

From the perspective of internet,telecom network fraud has the characteristics of intelligence,concealment,organized crime and cross-border crime.The victims of it cover all age groups and the criminals have an obvious trend of becoming younger in average age.Based on the data-based empirical research methods,the diversified telecom network fraud crime is modeled as six kinds,namely,fake lottery,network part-time job,online shopping,posing as friends,fake recruitment as well as phishing website.Meanwhile,the trend of occurrence and the rapid change of deception in five years are intelligently deconstructed to provide directional feedback for the upper level of epistemology,which will introduce crime prevention measures to strengthen government control and technology prevention,clarify the social responsibilities of internet service providers,improve real-name system,crack down on upstream crimes of telecom network fraud,and promote the concept of the rule of law among all citizens.
