摘要
安全风险巡视是风险管理体系运行的重要环节,针对北京地铁建设规模宏大、施工风险等级较高等特点,在地铁长期修建过程中探索并建立适用于超大规模地铁建设的风险巡视组织机构和风险巡视管理流程。文章分析当前巡视工作的特点及现存问题,将巡视工作划分为准备、实施、总结 3 个阶段,针对各阶段提出管理要点,提出一系列巡视监督管理手段,督促巡视工作机制有效运行,将 PDCA 管理手段应用到巡视的前期准备、过程积累、监督到位、总结提升等方面。相关研究成果成功应用于北京“十三五”期间地铁施工风险管理工作,并为其他城市轨道交通风险巡视管理提供相关经验借鉴。
Safety risk inspection is an important work in risk management system.Considering the massive construction scale and high risk level in construction,Beijing metro has explored and established a management process of risk inspection organization and risk inspections fit for super large-scale constructions.This paper analyzes the characteristics and the existing issues of safety risk patrol management,then divides the present patrol work into three stages:the preparation stage,the process stage and the summary stage;and provides several management points for each stage.The effective operation of patrol mechanism is promoted through the innovations of patrol supervision management.PDCA management will be applied to the preliminary preparation of inspection,process accumulation,supervision,summary,promotion and so on.Research findings have been successfully applied to risk management work during the 13th Five-Year-Guideline of Beijing.Moreover,it also provides relevant experience in rail transit risk patrol management for other cities.
