摘要
“双河长制”是湖南永州市推行的一套新型“河长制”执行方案,是一种“民间河长”与“官方河长”协同合作的双河长治理模式,实际上这种有民间力量参与的水利管理制度自古有之。文章将溯源“民间河长”的历史雏形,论证“双河长制”的可取之处。
"Double River Chief System"is a set of new"river chief system"implemented by Yongzhou City,Hunan Province.It is a management mode combining"folk river chief"with"official river chief".In fact,the water conservancy management system being involved with folk forces has existed since ancient times.This paper will trace back to the historical prototype of"folk river chief"and demonstrate the advantage of"Double River Chief System".
