The Theoretical Connotation And Practical Orientation of Development Concept of "A World of Ice And Snow Being Also the Mountain of Gold And Silver"

采用文献资料法等研究方法,首先,以“冰天雪地也是金山银山”发展理念的正式提出为研究切入点,研究认为:“冰天雪地也是金山银山”是“绿水青山就是金山银山”发展理念的延展、丰富和升华,为东北地区充分利用冰雪资源优势发展冰雪经济赋予了新的内涵,提出了新要求,提供了根本遵循。同时强调了各地区独特的自然资源优势均可转化为经济发展优势。其次,就“冰天雪地也是金山银山”发展理念的理论内涵从利用自然资源创造经济价值、转变自然资源优势为经济优势、实现环境保护与经济发展双赢目标、推动冰雪产业蓬勃发展等4个方面进行了论述。最后,通过归纳总结认为“冰天雪地也是金山银山”发展理念的实践指向贯穿于转变理念、融合发展、科技创新、体制建设与改革等4个行动领域。

With literature review method and the like,the formal proposal of General Secretary Xi Jinping’s development concept of“a world of ice and snow being also the mountain of gold and silver”is first used as the entry point of this study and the study suggests:the development concept of“a world of ice and snow being also the mountain of gold and silver”is the extension,enrichment and sublimation of“green hills and clear waters being the mountains of gold and silver”,which gives new connotation,puts forward new requirements and provides fundamental guidance for the Northeast China to make full use of ice and snow resources to develop ice and snow economy.At the same time,it emphasizes that the unique natural resource advantages of each region can be transformed into economic development advantages.Secondly,the theoretical connotation for the development concept of“a world of ice and snow being also the mountain of gold and silver”is expounded from four aspects,such as using natural resources to create economic value,transforming the advantage of natural resources into economic advantage,realizing the win-win goal of environmental protection and economic development,and promoting the vigorous development of ice and snow industry.Finally,it is concluded that the practical orientation of the development concept of“a world of ice and snow being also the mountain of gold and silver”runs through the four action areas of concept changing,integrative development,scientific and technological innovation and system construction and reform.
