失能老人照护服务碎片化及其整体性治理研究

Research on the Fragmentation of Care Services for the Disabled Elderly and Its Holistic Governance

伴随席卷而来的银发浪潮,以健康为焦点的跨部门合作治理理念逐步受到重视。目前,我国失能老人照护服务市场的发展尚处于起步阶段,失能老人照护服务需求复合性特点和照护服务碎片化之间的矛盾已经成为该领域的常态化问题。以整体性治理为核心理念对失能老人照护制度进行改革,是解决该问题的有效路径。因此,应确立持续照料的战略目标与服务体系,构建照护服务的整体性治理网络与平台,提升多元主体的服务供给与治理能力,探索服务支付方式改革与整合衔接,不断提升失能老人照护服务的整体性治理效果。

With the sweeping wave of aging society,the concept of cross sectoral cooperative governance with health as the focus has been paid more and more attention to.At present,the development of China′s disabled elderly care services market is still in its infancy.The contradiction between the complexity of disabled elderly care services demand and the fragmentation of care services has become a normal problem in this field.The reform of care system for the disabled elderly with holistic governance as the core idea is an appropriate way to solve this problem.Therefore,we should establish the strategic objectives and service system of continuous care,build the integrated governance network and platform of care services,improve the service supply and governance ability of multiple subjects,and explore the reform and integration of service payment methods,so as to continuously improve the overall governance effect of care services for the disabled elderly.
