摘要
高校工会参与民主管理既是高等教育领域民主政治建设的重要组成部分,是高校实现内部治理现代化、内涵式发展的重要措施,也是党对工会工作要求的必然回应。通过对6所高校工会进行问卷调查发现,当前高校的民主管理组织机构基本完善,搭建了民主管理制度的基本框架,民主管理工作向网络化、信息化不断推进。但高校工会参与民主管理也存在着专职人员数量不足,民主意识不强;实践能力软弱,形式大于内容;信息单向传递,反馈能力不足等问题,其原因在于参与主体、参与制度、参与途径和参与回应四个方面。推进高校工会参与民主管理,必须深化观念认同,推进制度建设,拓展参与途径,健全回应机制。
Implementing democratic management in colleges and universities is either an important part of democratic political construction in higher education and an important measure to achieve the modernization of internal governance and connotative development in colleges and universities.It is a necessary respond to the Party s demand for the work of labor union.Through the questionnaire survey of 6 labor union organizations in colleges and universities,this study examined the challenges faced by labor union of colleges and universities in the process of participating democratic management,such as multiple tasks undertaken by one man,weak awareness of democracy,weak practical ability,the form over the content,unidirectional transmission of information etc.and explored the following four aspects of practices of deepening the concept identification,promoting the system construction,expanding the participation channels and improving the response mechanism.
