关于优化区域科技创新中心布局的若干思考 被引量:7

摘要 优化区域科技创新中心布局有助于推动我国区域均衡协调发展和高质量发展新格局的形成。本文认为,区域科技创新中心布局应当充分体现国家意志,不能简单地将“有条件的地方”等同于经济发达和科技创新能力强的地区,应将中西部和东北地区作为区域科技创新中心布局的重要考量。我国中西部和东北地区在产业基础、创新基础、数字经济基础等方面具有巨大发展潜力,未来需要在试点培育、科技创新资源布局、产业链与创新链融合、政策支持等方面加强对区域科技创新中心的顶层设计。 Optimizing the layout of regional science-technology innovation centers is helpful to promote regional balanced development and form a new pattern of high-quality development. This paper suggests that regions that have the conditions to build regional science-technology innovation centers cannot be equated with regions with developed economy and strong innovation capacity. The layout of regional science-technology innovation centers should fully reflect the wills of states, and the midwest and northeast regions should be regarded as important options. China’s midwest and northeast regions have great development potential in terms of industry, innovation and digital economy, which provide possibility for the layout of regional science-technology innovation centers. In the future, it is necessary to strengthen the top-level design of regional science-technology innovation centers in terms of pilots cultivation, innovation resources layout, integration of industrial chains and innovation chains, and policy support.
