“向人民承诺”嵌入人大代表监督机制的理论构建——基于发展全过程人民民主的分析

The Theoretical Construction of Embedding “Commitment to the People” in the Mechanism for the NPC Delegates’ Supervision:On the Basis of the Analysis of Developing the Whole-Process People’s Democracy

发挥人大代表监督作用是发展全过程人民民主的内在要求。将“向人民承诺”嵌入人大代表监督机制之中,可以形成“承诺同向协同机制”“践诺监督内外合力机制”“加强管理督促整改机制”和“人大常委会代表工作提升机制”之间的内在关联,进而形成有效衔接的人大代表监督作用发挥机制系统。这一机制系统将人大代表看成一个与人民群众持续协商、凝聚共识的过程,因而又是多种监督形式的组合、不同监督方法的融合及监督途径多环节的闭合,从而可从理论层面构建为发展全过程人民民主的可行方式。

Giving full play to the NPC delegates’ supervision is an inherent requirement for developing the whole-process people’s democracy. Through embedding“commitment to the people”in the mechanism for the NPC delegates’ supervision,the internal connection among“commitment and coordination mechanism”,“internal and external joint supervision mechanism”,“strengthen management and promotion mechanism”,and“the NPC standing committee delegates’ work promotion mechanism”can be formed,and then a mechanism system for giving full play to the NPC delegates’ supervision that is effectively connected with them. In such a mechanism system,the NPC delegates are regarded as a process of continuous consultation and consensus building with the people,and thus it is a combination of various forms of supervision,an integration of different methods of supervision,and a series of multiple links of supervisory approach,which can be theoretically constructed as an feasible way to develop the whole-process of people’s democracy.
