提高口岸应急物资通关保障能力的思考

应急物资保障作为国家应急管理体系建设的重要内容,在突发公共卫生事件发生时,提升应急物资保障能力具有重大意义。进出口是应急物资供给链的重要环节,海关作为国内国际双循环的交汇枢纽,迫切需要提高突发公共事件发生时海关应急物资通关保障能力。针对突发公共卫生应急物资具有需求不确定性、供应时效性、运输方式多样性、参与主体多元性和社会关注度高的特点,综合分析口岸应急物资通关保障存在的主要问题:统筹规划和制度机制还不够健全,信息化手段的技术支撑作用不够全面,基层一线执法监管难度大。从坚持总体国家安全观、依法防控、科技赋能、联防联控等四个方面详细提出提升口岸应急物资通关保障能力的对策建议。

Emergency material guarantee is an important part of the construction of the national emergency management system.When a public health emergency occurs,it is of great significance to improve the ability of emergency material guarantee.Import and export is an important link in the supply chain of emergency supplies.As a hub of domestic and international double cycles,the customs urgently needs to improve its ability to ensure the customs clearance of emergency supplies in the event of public emergencies.In view of the characteristics of emergency materials for public health emergencies,the author comprehensively analyzes the main problems in the customs clearance of emergency materials at ports,and puts forward in detail countermeasures and suggestions to improve the security of emergency materials at ports.
