中俄毗邻地区深化产业合作的对策研究——以黑龙江省绥芬河市为例

Study on Countermeasures of Deepening Industrial Cooperation in China-Russia Adjoining Areas——A Case Study of Suifenhe City in Heilongjiang Province

中俄两国山水相连,扩大与深化双方毗邻地区的产业合作,对提升两国边民的福祉、密切中俄战略协作伙伴关系意义重大。以绥芬河市为例分析了中俄毗邻地区深化产业合作的发展机遇、面临的挑战和制约因素,提出了以中国(黑龙江)自由贸易试验区和俄罗斯超前发展区、符拉迪沃斯托克自由港为载体,中俄联动,明确合作方向,完善合作机制,搭建合作平台,营造良好环境,培育投资主体,拓展合作空间,畅通信息交流,大力提升跨境基础设施互联互通水平等对策建议。

China and Russia are joined by common mountains and rivers.Expanding and deepening industrial cooperation in their adjoining areas is of great significance to improving the well-being of the people living in the border areas and enhancing the strategic partnership of coordination between both countries.Taking Suifenhe City as an example,this paper analyzes the development opportunities,challenges and constraints of deepening industrial cooperation in the adjoining areas of China and Russia,and proposes the linkage between China and Russia with China(Heilongjiang)Pilot Free Trade Zone and Russian Advanced Development Zone and Vladivostok(VVO)Free Port as carriers to identify the cooperation directions,improve the cooperation mechanism,establish a cooperation platform,foster a good environment,cultivate the investment subjects,expand the cooperation space,promote the smooth information exchange,greatly improve the level of cross-border infrastructure interconnectivity and other countermeasures and suggestions.
