河长制与湾长制的协同机制研究 被引量:1

摘要 河长制和湾长制成立于不同时期,其办事机构分属不同的政府部门,虽同为水环境管理部门,但工作协同不足,影响环境治理效能。主要表现为各安其位,区域协同不足;各司其职,职能协同不足;各据其法,执法协同不足。依据协同理论,针对沿海地区水环境治理提出河长制和湾长制的六维协同机制。通过目标协同,以区域间、流域间、海河间的协同,实现治理目标的优化;通过组织协同,形成统一领导、分工协作的管理体系,降低制度成本;通过执法协同,破除碎片化执法,实现溯源式治理;通过考核协同,科学分配沿海和沿河的排放指标,实现海河的任务协同;通过区域协同,建立政治、经济、社会、文化、生态“五位一体”的共同体;通过产业协同,实现产业集聚和污水集中治理,从根本上减少污染排放。 The river chief system and the bay chief system were established in different periods.They belong to different government departments.Although they are both water environment management departments,their work coordination is insufficient,which affects the efficiency of environmental governance.It is mainly manifested in the lack of coordination among regions,the lack of coordination among functions,and the lack of coordination among law enforcement.Based on the coordination theory,this paper puts forward a six-dimensional coordination mechanism of river chief system and bay chief system for water environment control in coastal areas.By the goal coordination,the coordination among regions,rivers and bays will be achieved to optimize the governance goal.By the organization coordination,a management system of unified leadership and mutual cooperation will be formed.By the law enforcement coordination,the fragmented law enforcement can be eliminated to track the source of pollution.By the examination coordination,the emission indicators of coastal areas and rivers will be scientifically distributed to achieve the task coordination of rivers and bays.By regional coordination,a political,economic,social,cultural and ecological community is established.By industrial coordination,industrial agglomeration and centralized sewage treatment can be realized to fundamentally reduce pollution discharge.
