国外网络资源保存政策法规发展研究

Research on the Foreign Policies and Regulations of Network Resource Preservation

[目的/意义]旨在研究图书馆在法律规定下合理进行网络资源采集、保存与利用,应对资源建设和服务面临的重要挑战。[方法/过程]对国际、国内网络资源保存相关政策法规体系、网络资源保存工作现状开展情况进行广泛深入调研。[结果/结论]根据我国国情和现有条件分析当前的法律法规政策环境,提出从战略高度推进立法,资源获取和使用的新模式,合作共建实施等研究启示。

[Purpose/significance]The paper intends to explore reasonable collection,preservation and utilization of network resources in library under the provisions of laws,so as to meet the important challenge of resources construction and service. [Method/process] The paper makes extensive and in-depth survey on the relevant policies & regulations system of international and domestic network resource preservation,and status quo of network resources preservation. [Result/conclusion] According to China’s national conditions and existing conditions,the current laws,regulations and policy environment is analyzed,and enlightenments are puts forwards,such as promoting lawmaking from a strategic perspective,new models of resources collection and utilization,and cooperative construction and implement.
