随着国防和军队改革的深入推进,部队社会化保障已经逐步成为部队后勤保障的重要组成,在部队战斗力建设中发挥着不可或缺的重要作用。因此,要深刻认识部队社会化保障合同管理在部队社会化保障中的重要作用,准确分析和查找当前部队在社会化保障合同管理中存在的突出问题,更新合同管理思想观念,完善合同管理政策法规制度,创新合同管理体制机制,不断提高部队社会化保障合同的法治化水平,提高服务部队战斗力建设的贡献率。

With the deepening of national defense and military reform,the socialization of support for troops is becoming an important part of army logistics support.It plays an important and indispensable role in the construction of combat effectiveness.We should have a deep understanding of the important role of contract management in the socialization of military support,find out through accurate analysis the urgent problems that exist in this respect.Meanwhile,we should update the concept of contract management,improve related policies,regulations and systems on an innovative basis,and stay conscious of the significance of legalization of social support contracts for the military,and thus contribute to the combat effectiveness construction of the service forces.
