摘要
传统的项目管理、项目集管理框架与方法较好地解决了部件级、设备级、装备级、系统级四类工程项目的项目管理问题。随着网络通信、先进计算、人工智能等先进技术的快速应用,越来越多的重大工程项目呈现"体系"特征,其复杂性为项目管理带来了极大挑战。文中在分析当前项目管理体系、主要挑战与发展趋势、美军典型体系工程项目管理经验教训基础上,运用系统控制论模型对体系工程项目管理的复杂性进行了分析,提出了相关建议,以期为未来体系工程建设提供借鉴。
Conventional project management and program management frameworks and approaches have good performances in management of component-tiers,device-tiers,equipment-tiers,system-tiers projects or programs.As rapidly applications of advanced technologies like network communication,advanced computing,artificial intelligence and so on,more and more major engineering programs have characteristics of systems of systems(SoS).Complexity of these programs takes serious challenges in program management.Through analyzing present program management frameworks,main challenges,big trends,and US military’s program management of systems of systems engineering practices,this paper applies system control model in analyzing the program management complexity of systems of systems engineering(SoSE),and proposes some suggestion for future SoSE programs.
