以人民为中心:中国共产党百年民族理论与政策的根本

People-centered Philosophy:The Basis of the CPC’s Centennial Ethnic Theory and Policy

中华现代国家的建构形塑与巩固发展,离不开"中华民族"与"人民"这两大核心概念及其内蕴动力的缠绕叠进与相互汲取,这也构成了中国革命之民族革命与政治革命的两个具体面向。因此,在中国语境下,对二者间的历史源流与话语实践作一学理性的调适,并将其统归于中国共产党领导中华各族人民的整体事业之下,具有重要的研究意义。在中国共产党成立百年之际,通过对其民族理论发展和民族政策实践的追溯与梳理,探究其在不同历史时期,因应统一多民族国家时势发展和中华各族人民现实需要所采取的具体路线、方针、政策,并解析其内在隐含的人民立场、人民情怀与人民观点,不仅有利于丰富、发展"以人民为中心"的核心话语体系,而且也可以为新时代党的民族工作的继承创新提供价值依循与路径指引。

The construction, shaping, consolidation and development of the modern China cannot be separated from the two core concepts of "Chinese nation" and "Chinese people", as well as the entanglement and mutual absorption of their inherent power. This also constitutes two specific aspects of the Chinese revolution, that is to say national revolution and political revolution. Therefore, in the Chinese context, it has important significance for the research to make a rational adjustment to the historical origin and discourse practice between the two concepts, and to integrate them under the overall cause of the Chinese people of all ethnic groups led by the Communist Party of China. On the occasion of the 100 th anniversary of the founding of the Communist Party of China, by tracing and combing its ethnic theory development and ethnic policy practice, this article explores the specific lines, principles and policies adopted by the CPC in different historical periods in response to the development of the unified multi-ethnic state and the actual needs of the Chinese people of all ethnic groups and analyzes the people’s position, people’s sentiments and people’s views implied in them, which is not only conducive to the enrichment and development of the core discourse system of "People-centered", but also can provide value and path guidance for the inheritance and innovation of the CPC’s national work in the new era.
