National Cultural Parks:Theoretical Foundations,Practical Issues and Institutional Exploration

“十三五”以来,我国文化遗产保护事业进入新阶段,但是文化遗产管理体系复杂、多头管理、权责不明等问题一直未得到解决。因此,国家文化公园建设过程中,应首先理顺国家文化公园与既有遗产保护体系之间的逻辑与关系,建立以重大文化遗产为主体的国家文化公园体系;以保护传承为首要目标,构建统一规范高效的国家文化公园管理体制;突出国家代表性和社会公益性,创建保用平衡的分区管控机制和多元主体参与的利用机制。从而借此契机打造中华文化重要标志,充分彰显中华优秀传统文化持久影响力、社会主义先进文化强大生命力。

Since the launch of the 13th Five-Year Plan,China's cultural heritage protection has entered a new stage,but the problems of the complex cultural heritage management system,multiple management,and unclear authority and responsibility have not been solved.Therefore,in the construction process of national cultural parks,the relationship between national cultural parks and the established heritage preservation system should be rationalized first and a national cultural park system with major cultural heritage as the main body should be established.With the primary goal of preservation and inheritance,a unified,standardized,and efficient management system of the national cultural park will be established.Thirdly,highlighting national representativeness and community well-being,balanced conservation and utilization mechanism with functional zoning management,and the participation of multiple stakeholders is necessary.National cultural parks will provide an opportunity to build powerful symbols of Chinese culture and fully demonstrate the enduring influence of excellent Chinese traditional culture and the vitality of advanced socialist culture.
