摘要
新一轮科技革命和产业变革与中国加快转变经济发展方式形成历史性交汇,对国家面临的挑战和维护安全的方式产生深远影响。维护科技领域尤其是关键科技领域安全已成为落实国家总体安全观的重中之重,探索构建用于评价关键科技领域安全风险的指标体系也因此而意义重大。本研究在探讨关键科技领域安全风险内涵的基础上,根据指标体系构建的C-S-F-C-W-D原则构建二维-多核的风险评价框架。以框架为依托,依照从总体到一般,从现象到本质的逻辑设计了4个一级指标、13个二级指标、35个三级指标,并基于咨询专家的打分结果计算指标权重,初步构建中国关键科技领域安全风险评估的指标体系。本研究有助于精细化把握该领域的发展动态,为构建新型举国科技创新体制提供治理工具。
The new round of Scientific and Technological(S&T)revolution and industrial change and China s accelerated transformation of economic development form a historic intersection.It has profound implications for the challenges the country faces and the way it maintains security.Maintaining security in Science and Technology area,especially in Key S&T area,has become a top priority in the implementation of the holistic view of national security.It is therefore of great importance to explore the construction of a system of indicators for evaluating security risks in Key S&T area.On the basis of exploring the connotation of security risks in Key S&T area,this study built a“Double-edged&Multi-center”Risk Assessment Framework according to the principle of“C-S-F-C-W-D”in the construction of the index system.Based on the framework,4 primary indicators,13 secondary indicators,and 35 tertiary indicators were designed according to the logic from overall to general,from phenomenon to essence,and the indicator weights were calculated based on the scoring results of the consulting experts.This paper initially constructs an index system for security risk assessment in China s Key S&T area,which will help to grasp the development trends in this field in a refined manner and provides governance tools for building New National System for S&T innovation.
