农村基层矛盾纠纷化解共治机制的优化及其治理效能

The Optimization of the Co-governance Mechanism and Governance Effectiveness on Contradictions and Disputes Resolution at the Grassroots Level in Rural China

近年,农村基层矛盾纠纷呈现出类型多样化、主体多元化、内容复合化、调处疑难化、矛盾易激化等特点,对农村安全治理提出了新的挑战。2010以来,X镇矛盾纠纷化解机制改革的重点是由前期以多元参与主体组织内的专项突破为主要特征的分治向系统内制度化的互联互动、联防联控为主要特征的共治转变,通过矛盾纠纷化解的网络化和体系化建设攻克长期各自为政的碎片化困境。针对现阶段队伍执行能力不强这一瓶颈,X镇矛盾纠纷化解共治机制的优化方略应聚焦内在品质的全面提升,打造强能力的共治团队、强主体的共治格局、强联结的共治流程和强合力的共治文化。

Since the new century,conflicts and disputes at grass-roots level in rural areas have shown characteristics such as diversification of types,diversification of subjects,complex contents,difficulty of mediation,and irritability of conflicts,posing a new challenge to rural security governance.Since 2010,the focus of the reforming the mechanism of conflicts and disputes resolution in Miaoxiang Town shifted from divided governance,characterized by special breakthroughs in the multi-participating organization,to co-governance,characterized by institutionalized interconnection and interaction,and joint prevention and control within the system.This shift overcame long-standing fragmented dilemma of self-governance by systematic construction of conflicts and disputes resolution.Aiming at the bottleneck restriction of the current team's weak execution ability,the optimization strategy of the co-governance mechanism of conflicts and disputes resolution in Miaoxiang Town should focus on the overall improvement of internal quality,create a strong co-governance team,a co-governance structure of subjects with strong ability,and a co-governance process with strong interconnections and a strong co-governance culture.
