泛口岸经济建设下“岸-城”关系影响因素研究 被引量:5

摘要 2018年内蒙古自治区人民政府提出建设泛口岸经济,通过增强口岸辐射作用带动内蒙古经济向高质量方向发展。但近年来部分口岸和其所属城市的联系不紧密,“岸-城”关系的不平衡状况限制了泛口岸经济的发展。本文以中蒙两国最大口岸二连浩特口岸为例,在测度其“岸-城”关系的基础上,从多尺度视角下探究国际、国家、区域、城市四个尺度对“岸-城”关系的差异性影响。基于2000—2019年的数据,引入扩展的DCI模型并运用向量自回归模型进行实证分析发现,二连浩特“岸-城”关系变化主要分为三个阶段:2006年以前口岸发展状况优于城市发展状况;2007—2016年城市发展提速,在发展规模及发展速度上均优于口岸发展状况;2016年至今,口岸发展缓慢回温,与城市发展之间的差距开始缩小。在影响程度方面,国家>区域>国际>城市;而在作用效果方面,四个尺度主要侧重于推动城市发展,在促进口岸发展方面略显发力不足。 In 2018,the Inner Mongolia government proposed to build a pan-port economy,which will promote high-quality economic growth of Inner Mongolia by enhancing port radiation.However,in recent years,the connection between some ports and their cities is not close,and the imbalance of"port-city"relationship limits the development of the pan-port economy.In this paper,the Port of Erenhot,the largest port along the borders of China and Mongolia,is taken as an example.Based on the measurement of"port-city"relationship,the differential influence of international,national,regional and urban aspects on the"port-city"relationship is explored from a multi-scale perspective.Based on the data from 2000 to 2019,the extended DCI model is introduced and the vector autoregressive model is used for empirical analysis.The results show that the change of the"port-city"relationship in Erenhot can be divided into three stages.Before 2006,the Port of Erenhot grew faster than the urban area;from 2007 to 2016,the development of the urban area accelerated,which was better than that of the Port of Erenhot in terms of development scale and speed.Since 2016,the Port has slowly made progress,and the gap in development between the Port and urban areas has begun to narrow.Considering the degree of influence,the national aspect has the largest impact,followed by regional,international and urban ones.In terms of the effect,the four aspects mainly focus on promoting urban development.however,they are slightly insufficient in promoting port development.
