建立黄河流域地方政府协同发展合作机制是贯彻落实黄河流域生态保护和高质量发展战略的重要前提。从协同发展的逻辑机理和内在要求出发,需要建立政府协同、社会协同和市场协同的流域协同治理体系。当前,黄河流域地方政府协同发展面临着合作机制不完善、行政区划壁垒仍存、部门冲突不断以及流域市场功能弱化等多重制约因素。黄河流域地方政府协同发展需要构建包含分工协作机制、资源共享机制和产业联动机制在内的流域协同发展运行机制,同时,应建立健全激励与约束机制、利益共享与补偿机制和政府绩效考核机制的流域协同发展保障机制。

The establishment of the cooperative development mechanism of local governments in the Yellow River Basin is an important prerequisite for implementing the strategy of ecological protection and high-quality development in this area.Starting from the logical mechanism and internal requirements of collaborative development,it is necessary to establish a river basin collaborative governance system of government collaboration,social collaboration and market collaboration.At present,the coordinated development of local governments in the Yellow River Basin is faced with multiple constraints,such as imperfect cooperation mechanism,remaining administrative division barriers,continuous departmental conflicts and weakening of the market function of the basin.The coordinated development of local governments in this area requires that it is paramount to build a basin coordinated development and operation mechanism including division of labor and cooperation mechanism,resource sharing mechanism and industrial linkage mechanism.At the same time,it is crucial to establish and improve the basin coordinated development guarantee mechanism of incentive and restraint mechanism,benefit sharing and compensation mechanism and government performance evaluation mechanism.
