大型群众性活动安全管理标准化研究

Study on Standardization of Large-scale Mass Activities Safety Management

为应对城市大型群众性活动组织开展过程中存在的一系列安全问题和风险隐患,提高我国大型群众性活动安全管理标准化程度,以国家及部分省市的大型群众性活动安全管理规范性文件为研究素材,对大型群众性活动安全管理标准化工作开展现状进行系统的分析和研究。通过对大型群众性活动管理规范性文件的关键要素进行对比评价与分析总结,发现大型群众性活动安全管理标准化建设存在的问题并提出相应的改进措施和建议。研究结果表明:应进一步完善大型群众性活动安全管理制度;监管部门职责仍需进一步明确;应加强对安全风险评估的重视。

In order to cope with a series of safety problems and potential risks in the process of organizing large-scale mass activities in cities,and improve the standardization degree of safety management of large-scale mass activities in across the country,this paper makes a systematic analysis and research on the current situation of standardization of large-scale mass activities safety management based on relevant national and some provincial and municipal normative documents.Through comparison and analysis of the key elements in these normative documents,this paper identifies the problems in standardization of large-scale mass activities safety management and provides measures and suggestions to solve them.The results show that:the safety management system of large-scale mass activities should be further improved;the responsibilities of the supervisory department still need to be further clarified;more importance to safety risk assessment should be attached.
