Comprehensive Performance Evaluation of Urban Water Ecology PPP Project Based on Combination Weighting Approach and Improved Extension Cloud Model

摘要 随着PPP模式在城市水生态治理领域的广泛运用,准确地评估城市水生态PPP项目实施绩效的需求日益凸显。通过对传统可拓云模型的改进,提出了一种组合赋权-改进可拓云绩效综合评价模型,以结果导向为切入点构建了绩效指标体系,从产出、效果、管理层面对城市水生态PPP项目建设运营阶段的绩效进行综合评价,并应用该模型对某污水处理PPP项目进行绩效评价,结果表明:该项目建设阶段和运营阶段的绩效等级分别为1.3680和1.6254,模型评价结果与项目实际相符,结果精度相比其他物元可拓模型的评估结果更高,验证了该模型的准确性。还结合该项目实际,提出了城市水生态PPP项目绩效管理的发展意见。 With the widespread use of the PPP model in the field of urban water ecology governance,the need to accurately evaluate the implementation performance of urban water ecology PPP projects has become increasingly prominent.Based on the improvement of the traditional extension cloud model,a comprehensive performance evaluation model integrating combined weighting approach with improved extension cloud method is proposed.The evaluation model constructs a performance index system with results-oriented entry point to comprehensively evaluate the performance of urban water ecology PPP projects from the aspects of output,effect,and management levels.The model is applied to the performance evaluation of a wastewater treatment PPP project.The results show that the performance levels for the construction and operation of the project is 1.3680 and 1.6254,respectively.The evaluation results of the model are consistent with the actual project;the accuracy of the results is higher than that of other matter-element extension models.This verifies the accuracy of the model.The development suggestions of urban water ecology PPP project performance management are proposed in the light of the actual project.
