Analysis of Common Misunderstandings in Realizing the“Double Carbon”Goal in Industry and Countermeasures

《2030年前碳达峰行动方案》《“十四五”工业绿色发展规划》明确了工业领域对推动实现碳达峰的重要影响、发展目标和任务举措。通过研究工业碳排放的构成与影响因素,提出了推动工业“双碳”目标实现的基本路径,结合当前各地推动工业“双碳”工作的举措,分析了部分地方、行业在推进碳达峰碳中和工作过程中出现的一些误区,研究了这些误区产生的原因、形成的危害等相关问题。最后,提出对策建议:坚持系统观念,加强整体统筹,立足发展实际,处理好发展和减排、降碳和安全、整体和局部、短期和长期、国际和国内等多维度关系。

The action plan for peak carbon dioxide emissions by 2030 and the 14th five year plan for industrial green development clearly define the important influence,development goals and tasks of the industrial field on promoting the realization of peak carbon dioxide emissions.By studying the composition and influencing factors of industrial carbon emissions,the basic path to promote the realization of industrial"double carbon"goal was put forward.Combined with the current measures to promote industrial"double carbon"work in various places,some misunderstandings in the process of promoting carbon neutrality work in peak carbon dioxide emissions in some places and industries were analyzed,and the causes and harms of these misunderstandings were studied.Finally,the countermeasures and suggestions were put forward:adhere to the system concept,strengthen overall planning,base on the development reality,and handle the multi-dimensional relationships of development and emission reduction,carbon reduction and security,overall and local,short-term and long-term,international and domestic,etc.
