Quantitative Research on the Policy Text of Hunan’s Agricultural Science and Technology(2000—2020)

农业科技政策对科技进步和农业生产发展具有重要影响。文章采用文献计量、社会化网络分析、主题模型分析等方法,从发文概况、主题分布、政策力度三方面对湖南省农业科技政策进行分析。结果表明,2000~2020年湖南省农业科技政策发文量总体呈上升趋势,政策发文类型多样,且涉及多个政策发文主体,并具有数个核心政策发文主体;政策主题词之间形成关联紧密的共现网络,并聚类为农技推广、示范基地、项目管理、教育培训和技术创新5个政策主题;政策力度总体呈分阶段稳步上升的趋势,但不同政策主题的政策力度在增速和大小上存在差异。研究还发现,湖南区域农业科技政策深受农业产业地位和重大政策的影响,农业技术创新越来越受到重视,农技推广政策关注度呈下降的特征和趋势。

Agricultural science and technology policy play an important role in the progress of science and technology and the development of agricultural production. Bibliometrics, social network analysis, topic model analysis were applied for this study to probe intothe agricultural science and technology policy of Hunan Province from the aspects of the general situation, the theme distribution and the policy strength. The results showed that, from 2000 to 2020, the agricultural science and technology policy of Hunan Province presents the following characteristics: the overall amount of policysare on the rise, the types of policy papers are diverse, and it involves multiple policy issuing departments, and has several corepolicy issuing departments. The policy theme words form a closely related co-word network which were clustered into five different groups: agricultural technology promotion, demonstration base, project management, education and training, and technological innovation. The overall policy intensity shows a steady upward trend in stages, but there are differences in the growth rate and size of policy intensity between different policy themes. It is also found that Hunan regional agricultural science and technology policy is deeply affected by the status of agricultural industry and major policies, the attention of agricultural technology innovation policy increasing, and extension policy is decreasing.
